Whistleblower Reporting

The Board requires that District employees and officials act with integrity, adhere to ethical standards and conduct their work with appropriate transparency. These principles allow the District to fulfill its duty to students, staff and taxpayers, as well as comply with applicable laws and regulations. To that end, the District will maintain procedures through which good faith reports of fraud, financial impropriety, misconduct or otherwise improper activity may be raised without fear of discrimination, retaliation or dismissal.

The Board encourages administrative, professional and support employees, as well as independent contractors and agency employees working in the District, to report questionable activities, fraud, financial improprieties or irregularities, or other misconduct when they reasonably believe that such activities or conduct have occurred or are occurring. Employees may report their concerns to the District on an anonymous basis if employees so desire, per the terms of this policy. The District will take all reports seriously and will promptly investigate. The District will respond to each report based on the nature and gravity of the reported conduct or circumstances. When the District receives reports of questionable activities, fraud, financial improprieties or irregularities, misconduct, waste or wrongdoing, the District will promptly investigate such matters, take any necessary corrective action and/or discipline the responsible party(ies).

Additional Information

The Whistleblower Law of the Commonwealth of Pennsylvania (43 P.S. Sec. 1421 et seq)., provides for the protection of employees against being discharged, threatened or otherwise discriminated against or retaliated against, with respect to the employee's compensation or other terms and conditions of employment, because the employee has made a good-faith report of wrongdoing or waste to their employer. The Board shall institute policy and conduct oversight to ensure that the District abides by the terms of this law.

The Board prohibits any discrimination or retaliation against any District employee, independent contractor or agency employee who reports incidents of questionable activities, fraud, financial improprieties or irregularities, waste, misconduct or other wrongdoing based on the employee’s reasonable or good-faith belief that such an activity occurred or is occurring. The Board also strictly prohibits any discrimination or retaliation against any employee who participates in an investigation because of such a report. This prohibition includes retaliatory changes to any employee’s compensation, terms, conditions, location or privileges of employment because of an employee’s good-faith report or intent to report in connection with this policy.
