(YORK, PA -- July 19, 2021) The Central York School District Board of Directors has appointed Mr. Ryan Billet, the district’s Assistant to the Superintendent for Administration, as interim Acting Superintendent and Mr. Kevin Youcheff, principal of North Hills Elementary School, as interim Acting Assistant Superintendent of Central York School District.

Mr. Billet will serve as Acting Superintendent from October 2021 through December 31, 2021. Mr. Youcheff will serve as Acting Assistant Superintendent from October 2021 through April 2022.

“We are pleased to announce the appointment of two seasoned Central York educational leaders to these critical positions,” said Jodi Grothe, School Board Chairperson of the Superintendent Search Committee. “Mr. Billet and Mr. Youcheff bring a tremendous amount of experience and insight to these roles, and will provide a smooth transition of leadership while we work to appoint a new Superintendent.”

Mr. Billet has served as Assistant to the Superintendent for Administration for the past six years and has been with the district for 22 years. During that time, Mr. Billet has also served as Principal and Assistant Principal of Stony Brook Elementary School, Dean of Students of Central York High School and Athletic Director. He received a master’s degree in Teaching and Curriculum from The Pennsylvania State University and a bachelor’s of science degree in Elementary Education from Elizabethtown College.

“I am very humbled and honored by this appointment and the School Board’s confidence in me to lead our district during this important time of transition,” Mr. Billet said. “I look forward to serving our wonderful Central York students, dedicated faculty and staff, families and community members.”

Mr. Youcheff has served as Principal of North Hills Elementary School for 13 years, and has been with the district for 20 years. He has served as Assistant Principal of North Hills Elementary School, Dean of Students of Central York High School, and a first grade teacher at Roundtown Elementary School. Prior to joining the District, Mr. Youcheff served as a long-term substitute with Clearview Elementary School in Hanover, Pa. Mr. Youcheff is working toward his doctorate in Educational Leadership from Shippensburg University, a master’s degree in Education, Curriculum and Instruction from The Pennsylvania State University and a bachelor’s of science degree in Elementary Education from York College of Pennsylvania.

“I am incredibly excited to continue to serve the children, families, Board, faculty, staff, and the entire Central York community in the role of Acting Assistant Superintendent, “ Mr. Youcheff said. “ I will continue to work to provide opportunities for our children to learn, grow, and be successful in their educational experience.”

The School Board continues its search for a Superintendent to replace Dr.  Michael Snell, who will retire in October 2021. Mr. Robert Grove, Assistant Superintendent, will also retire at that time. Applications for Superintendent will be accepted through July 31, 2021.

“The School Board understands the importance of a smooth and transparent transition to new leaders of the district,” Grothe said. “The appointments of Mr. Billet and Mr. Youcheff will enable us to remain focused on selecting a new Superintendent while ensuring a stable and knowledgeable team is in place to guide our faculty, staff, families and community until this process is complete.”

The board will seek feedback from various stakeholders through focus groups discussions with the search consultant.  The results of those conversations will be shared with the board, and used to drive the process of selecting and interviewing candidates, as well as setting future goals for the district.  The progress of the superintendent search is updated regularly on the District’s homepage under the “Superintendent Search” tab and can be viewed here: http://www.cysd.k12.pa.us/our_district/superintendent_search
